Аннотация

In this paper, the authors show that the initiation of individual investment projects and their subsequent selection of local authorities often rely on officially articulated priorities of socio-economic development of the municipality and evaluations of their effectiveness. Furthermore it is shown that it is advisable to initiate projects from the bottom of the enterprise and incorporate them into a system of regional projects.
