The current state of the rail freight market in Russia: new forms of governance

Market segment end rail freight services and its key players - freight transport companies (operators of freight rolling stock), having gone through a phase of rapid growth and high profit, are currently in a crisis situation requiring decisions are not only problems of freight operators, and railway industry as a whole. So, for JSC "RZD" there is a risk that the gradual transformation in the transport Corporation, on the one hand, before representing capital-intensive infrastructure services and implemented for the purpose of socially significant, but low-income freight.
Unsolved problems of the industry and the availability of infrastructure limited movements in the context of a sharp increase in the number of car Park led to the violation of a reasonable balance of rolling stock, the growth which outpaced the increase in transportation. This led to the reduction of hodnoty freight and has led to the simultaneous increase in the share of empty run freight car, and technological losses, including growth time of its turnover. The study showed that to improve the competitiveness of freight operators and increase their profits, you need to pass empty flights in centralized case management of JSC "RZD".
