Construction sector of the economy is an open system, which operates under conditions of uncertainty and risks caused by environmental factors and direct the activities of the elements of this system. The development of the construction industry at all levels of regulated strategic, medium-term and operational plans of socio-economic development and annual plans of production, including innovation and development. Planned activities can initiate innovative appearance of the risks not only directly in their implementation, but also in the elements of the system, providing various combinations of risk situations. Determination of the existing combination of uncertainties and risks is performed in order to assess their effect on the innovation activities and economic efficiency.

International tool of scorecard is used for rating of international real estate markets. As a member of the expert group of the Saratov Region Chamber of Commerce and Industry, in 2012 the author conducted the scorecard survey on the sections on property right and financial transparency. The scorecard is interactive and it allows identifying the dynamics of the key indicators for rating of real estate market institutions in the RF since 2012 to 2014.
The research was focused on the essential element of the real estate market - property right. The aim of the research was to investigate the level of legal protection of property right. It was concluded that:
- rating of legal system of property right protection has demonstrated the weak position of the country;
- rating of legal system effectiveness has shown the weak position of the country in dynamics;
- availability of cadastral information, usage of Geoinformational System has put the Russian Federation on the high position;
- rating of registered property has indicated the strong position of the country in dynamics;
- the amount of operations and calendar days to transfer property rights has placed Russia on the level of Europe and Central Asia.
The research has identified the priority directions of work to achieve transparency of real estate market in Russia.
