Аннотация

The present article aims to outline a path of transformation for the system of civil service in Russia based on the analysis of public management practices in developed countries and their experience of administrative reforms over the last 15-20 years. The article presents a set of recommendations to improve human resources management in Russian civil service and motivates a need for its realignment in accordance with goals of economic modernization.
