Small and medium-sized towns as strategic management objects of regional and municipal authorities in the subjects of the Russian Federation

Аннотация

Based on the analysis of performance reports of regional budgets and local budgets reveals the problem of estimation the effectiveness of budget spending, which does not make recommendations to address the issue of a shortage of funding for regional and local programs of social and economic development of towns and regions. To solve the current socio-economic problems of control by state and municipal authorities, the article discusses a possible scheme of cooperation between the authorities, as well as defining the role of small and medium-sized towns in Russia, which should become the small centers for the sustainable economic development of regions.
