Abstract
The main objective of this work is to analyze a practice of organization management and to identify the main problems which impede assurance of the management quality i.e. its efficiency. In order to find ways to increase the efficiency the influence of all management components (the management purpose, purpose achievement indicators, i.e. an assessment of results of the administrative impact on the system (effectiveness and efficiency), management resources, risk analysis of adoption of administrative decisions) on the main results of administrative activities (effectiveness and efficiency) is being considered. The main reasons causing poor quality of the management are analyzed.
The analysis of management quality is carried out according to the methodology of the system analysis and the experience of authors when studying real modern management systems during audits.
As a result of this work the main features of the efficiency assurance of management systems of the organizations are revealed. Among these are: objectives set inadequately, provision of processes of the objective achievement with resources, groundlessness of the cause-effect relationship between the objectives and means of their achievement, and etc. The problem of competence of managing staff in the modern aspects of administrative activities, and particularly in the field of risks management should be emphasized especially.
