Abstract
The development can be seen as change any properties of the phenomenon over time. Preservation and modification of these properties are necessary for any development, but it must be observed them the necessary balance. Defining this balance in the system of public management as the basis of sustainability of socio-economic systems of different order - the problem is not completely solved by economics. The authors aim to justify the development of methodological approaches to public management, taking into account the specific socio-economic systems of various sizes; offer practical solutions and outline prospects along the way. Methodological basis of research was interdisciplinary and systemic approaches. Scientific results have theoretical and practical and can be applied in the process of scientific substantiation of decisions of public management in a variety of missions.
