Region in terms of innovative development should be competitive. However, any region - it is not only economic but also social education, its primary function is to create an environment that ensures quality conditions for life. Parity values ​​innovation and socio-economic development is built within the socio-economic policy. The authors aim to justify theoretically and methodologically regional public management model and algorithm for forming effective social and economic policies. The methodological basis of the study was a comprehensive and systematic approach. Scientific results are practical and can be applied in the development and implementation of social and economic policies aimed at creating and implementing an effective potential of the regions.
