Abstract
Characteristics of effective stimulation of innovation, defined predominant role of the state in the process of its implementation. It is shown that stimulating innovation is an important function of government regulation in terms of changing the structure of the national product, achieving and maintaining national competitive advantages in the global economy. Instruments have been identified by which there is a direct impact on innovators and provides the desired results of this impact. As well as suggesting new effective tools.
