Abstract
The article deals with the problem of spatial development of the Russian economy in a paradigm shift control. It is shown that the development potential of the region is formed under the influence of countervailing factors that are strategically important are intangible. The main attention is focused on a regional subsystems propensity to innovation, directly depend on human capital, its knowledge, experience and intelligence. On materials of the Kaluga region the features of formation and development of human resources and education of regional innovation subsystems. The results of the impact of the crisis in 2014 on the development of the regions. It is concluded that the development of RIP is impossible without the influence and development of motivation and stimulation of demand for innovation. Special role in the development of RIP author assigns the concept of open innovation.
