Technological approach in the research of problems of innovative management is multistage and consistent. Principles and varieties of the technological approach usage stand out in the article. In modern Russia the selection of investment projects is based on “The guideline of the efficiency evaluation of investment projects” which has the official publication status. But this document revealed a series of restrictions in tourist practice. Besides that, the author makes the case for the necessity of the systemic intervention strategy account at innovation package formation, in view of the absence of the branch method of investment projects.
In the article the author brings up the influence model of state policy on innovative element of tourism and emphasises those policies that are connected with technological approach in innovation management. Since tourism is one of the priority branches of the economy, it is offered to create the processing centre for innovative matters in tourist area under the government of the Russian Federation, which would promote successful implementation of state policy in this field. Operation of that centre could combine all complex of scientific approaches to the development management of innovations (creation of the innovation portfolio and etc.) which would have methodological substantiation. In the article the list of innovations is set out from the position of individual successfully developing companies at the Russian market which carry out the innovations or propose to do it. We can, as well, see usage of technological approach, based on the expert evaluation method (including expert’s personal qualities based on the results of the survey) at the results of analysing formation process of innovative complex tourist organisations.
