Аннотация

Education is one of the main social institutions in human life. It satisfies the needs of society in the transfer and preservation of knowledge and norms. This institution is a necessary condition for the socialization of the individual in society, contributes to its formation, growth. The future of any region depends on the level of knowledge provided by the population. In this regard, increased attention is paid to the development of education at all levels of government - state (federal, regional) and local (municipal). In accordance with the Federal Law "On the general principles of organizing local self-government in the Russian Federation" dated October 6, 2003, the following are among the issues of local importance that must be resolved in municipalities: organizing the provision of public and free primary general, basic general, secondary ( full) general education in basic general education programs, with the exception of the powers to financially support the educational process, which are attributed to the powers of state authorities of the constituent entities of the Russian Federation; organization of the provision of additional education and public free pre-school education on the territory of the municipality, as well as the organization of children's recreation during the holidays. However, in the activities of preschool and school educational institutions, as practice shows, many problems arise. In many remote corners of our region, schools, out-of-school education centers can only be located in district centers. The introduction of intelligent management mechanisms can probably be carried out within the framework of funding for existing network structures, by transforming regional organizational and methodological centers, methodological departments of regional Houses of Culture, in which additional out-of-school education should be developed.
