Аннотация

Due to the rather rapid pace of expansion of the boundaries of settlements near hazardous production facilities, reducing the negative impact during the construction and operation, in particular, of main pipelines on the environment, life and health of people, is currently one of the priority tasks. In world practice, there is no single, strictly regulated approach to establishing the distances that ensure, on the one hand, the safety of citizens, and, on the other hand, the normal operation of pipeline systems by oil and gas transportation organizations.
Possible types of activities in zones with special regimes are determined taking into account an expert risk assessment, and the potential territorial risk of death is considered as the main indicator - the maximum value of the individual risk for a person located in a certain territory today.
This paper highlights the approaches used in various countries when establishing safe distances from pipelines intended for the transportation of natural gas, oil and oil products. The features of laying these structures near settlements, as well as within the city limits are presented. Positive and negative aspects of Russian normative and technical documents are revealed, recommendations for their improvement are given.
