Abstract
The article discusses various theoretical approaches to the evaluation of technologies. The characteristic of the main stages of development of the methodology and tools of this assessment. The results of the analysis of known methods and techniques of technology assessment. A new integrated approach to the development of methodologies and tools of economic evaluation techniques used in military and civilian sectors. A toolkit implementing this approach in the form of methods and econometric models. They allow you to calculate the integral economic effect of dual use technologies when they are used in civilian and military spheres. The algorithms, criteria and indicators for economic assessment meet modern conditions of state-building and are qualitatively new methodological and instrumental basis for the regulation of technological development of the Russian economy.
