The energy industry is undergoing qualitative changes that have far-reaching implications for the global energy sector and its key players, including oil and coal companies and non-renewable energy exporting countries. However, it is impossible to accurately predict the speed of the transition. In addition, it is difficult to determine what the final energy balance will be, as the outcome of the transition is likely to depend on the region. For Russia, this topic is all the more relevant since the importing countries of its oil and gas are at the same time pioneers in the digital transformation of the industry and the transition to renewable sources, which creates additional economic and foreign policy risks. The study provides an overview of the prerequisites and benefits of switching to renewable energy sources from an environmental, economic and technological point of view. The essence and content of digital transformation in the context of achieving the UN sustainable development goals and the Paris Climate Agreement are characterized. The concept of the “fourth energy transition” by Vaclav Smil is considered as the most important strategy for the development of modern energy and adaptation to the challenges of an unstable world with its uneven and often ineffective access and use of fossil natural resources. The dynamics of world consumption of energy resources (biomass, coal, oil, gas and new renewable sources) from 1860 to the present and for the forecast period until 2040 is analyzed. An increase in the share of unconventional sources is noted. Learning curves describing the economies of scale are considered: a decrease in the cost of generating a kilowatt-hour when increasing energy capacities for solar panels and wind turbines of various designs. Examples of the experience of the largest renewable energy producing countries and cases of successful companies on the digital transformation of modern energy consumption are presented. The state of renewable energy in the Russian Federation is assessed in comparison with world leaders (China, USA). It is concluded that a successful digital transformation of the oil and gas industry is possible only with sufficient economic efficiency of this process, which will require significant investments at the initial stages of the life cycle of digital innovations, but will lead to a more rational distribution of world energy in the long term.

The article is devoted to the urgent problem of sustainable and economically safe development of enterprises in the peat mining sector of the economy of the Tver region. Despite the fact that peat deposits are widely represented in all regions of Russia, the efficiency of their industrial and economic use is extremely low. The purpose of the study is to determine the characteristics of the assessment and analysis of economic security of an enterprise developing peat deposits. The article discusses the relationship between the concepts of “peat rent” and “economic security”, and also provides an author’s interpretation of their content. The analysis of existing approaches to assessing the economic security of mining enterprises was carried out and the use of the rental approach based on the materials of peat industry enterprises used in this study was justified. An indicator for assessing the economic security of peat production is highlighted. The author has proposed a methodological approach, the feature of which is a comprehensive accounting of technical, economic and natural factors that objectively affect the level of economic security of peat-mining enterprises. The proposed methodological approach also allows you to develop recommendations to increase the flexibility and adaptability of peat-mining enterprises, taking into account the individual conditions of their work. Methodological research tools include the provisions of economic theory, information methods for processing statistical data and economic and mathematical modeling. The methodology was tested on the example of peat-mining enterprises in the Tver region, which have been in a state of protracted economic crisis for quite some time. The conclusions, recommendations and suggestions of the study were used in the development of the regional program "Natural Resources Management and Environmental Protection" for 2017 - 2022 (Decree of the Government of the Tver Region dated December 26, 2016 N 414-pp as amended on February 7, 2020).

On the basis of the study, the need to systematize the energy efficiency factors that affect the consumption of fuel and energy resources of industrial enterprises has been identified. An analysis of the work of domestic scientists and specialists in the field of determining and classifying the factors of energy efficiency of industrial enterprises was carried out. The factors and conditions affecting the energy efficiency of natural gas consumption by industrial enterprises are considered and grouped. The interrelations of the components of the classification of factors are determined, and the key prerequisites for increasing energy efficiency and increasing the energy efficiency of industrial enterprises are identified.

The article discusses theoretical and methodological approaches to the formation and development of the concept of lean production at a machine-building enterprise. A historical excursion to the development of the concept was carried out. The author proposes a classification of production losses in relation to the specifics of the work of a machine-building enterprise. The main tools aimed at identifying and reducing losses are presented. The main provisions of the considered concept, its role in ensuring the efficiency of high-tech machine-building enterprises are summarized.

The article analyzes the regulatory impact of Federal Law No. 522 of December 27, 2018, which prescribes the creation of intelligent electric energy metering systems. It is shown that the law leads to a violation of the fundamental principle of the functioning of the electric power industry, which provides for a legislative ban on combining electric power transmission activities with its sale and purchase activities, as well as to monopolization of electric power and electricity meters in the retail markets, and the growth of corruption opportunities. It is concluded that the financial burden of creating and operating intelligent systems is unreasonably placed on the population. The privacy issue of the data collected by the intelligent system has been completely ignored. The application of the law will have the most negative consequences. Measures have been proposed to prevent these consequences.

Research objective is justification of need of institutional transformations for regulation of town-planning activity on the basis of an institutionalization of social-and-ecological responsibility of construction business. The maintenance, a mission and problems of an institutionalization is opened, stages are allocated, the system of indicative indicators is created. Investment and construction it is offered to activity to make use of experience of platforms for the organization of interaction of participants. Integration within the “ECO-URBAN-BUILD” platform will create additional opportunities for competitive development of construction business. Methods of the system, logicheksky and institutional analysis were applied.

Research objective to provide theoretical bases of the organization of control and prediction of development of the industrial enterprise taking into account extensive and intensive factors on the example of energy efficiency. The mathematical model considering the specified factors in the form of the vector problem of linear programming on the basis of which simulation of development of the enterprise is executed is developed. The prediction algorithm of strategic development of industrial production considering factors of control of energy efficiency is provided.

The study proves that specific consumption of electricity for technological use in a Evraz Ltd. West Siberian Metallurgical Plant melting shop doesn’t depend on average monthly temperature in Novokuznetsk. Therefore electricity consumption can be planned irrespective of a season.
The article also proves facts demonstrating higher efficiency of regressive calculation models in comparison with existing models. The calculations were made for average daily steel production in an electric melting shop, electric furnace №1 and vacuum vessel, irrespective of the season.
There’s also a study of specific electricity consumption depending on technological peculiarities characteristic of the arc furnace№2. As a result of this study adequate regression calculation models of electricity consumption were obtained. They depend on the average melting process duration. The accuracy of planning according to these models matches the existing methods. Obtained regressive models can be used in a melting shop to control the accuracy of existing calculation methods and to plan electricity consumption for each particular melting process.
