Interaction between business and the state as the basis for sustainable development of the region

Abstract

In order to achieve sustainable development, ensure the most complete satisfaction of the needs of the population while leveling the negative consequences for the environment, the state enters into partnership with business to fulfill the tasks set, including integrated regional development. The article deals with the problem of insufficiency of the effectiveness of the implemented mechanisms of interaction between the state and business in the framework of achieving the goals of sustainable development. The purpose of the study is to determine the organizational and economic mechanisms of interaction between the state and business in the framework of achieving sustainable development goals in the Russian Federation and its regions. To achieve this goal, the study defines the essence of the concept of sustainable development and its ESG criteria, identifies existing mechanisms for interaction between the state and business in the field of sustainable development, and also proposes modern mechanisms of interaction based on the analysis of foreign experience. The methodological basis of the study is an integrated approach to studying the mechanisms of interaction between the state and business; principles of consistency, objectivity and interdisciplinary approach. The following research methods were used in the work: dialectical, system-structural, comparative legal, analysis, synthesis, induction, deduction. The theoretical and methodological basis of the study was made up of domestic and foreign scientific works in the field of economics, regional politics, political science, as well as conceptual sources, such as the Concept of Sustainable Development, formulated at the UN Conference in 1992. The paper formulates the role of ESG criteria within the framework of the concept of sustainable development, as well as formulates recommendations for overcoming the identified shortcomings in the organization of interaction between the state and business in order to achieve sustainable transformation in the regions of Russia.

The role of local self-government at the present stage

Abstract

The article discusses the content of local self-government (hereinafter — LSG) as a form of democracy and characteristics of the organization of public authority, and also notes the place and role of this legal institution in the life of the population, namely in ensuring the implementation of management measures to address issues of local importance. The article characterizes the LSG bodies of Moscow, their system and the powers they perform, and also evaluates the effectiveness of their activities. The structure of intra-city municipalities of Moscow, on the territory of which the LSG system is organized, is also considered. Separately, the problems of the functioning of the LSG institute in Moscow in the sphere of solving local issues are being developed and measures are being developed to resolve them.

Modern Methods for Analyzing the Mortgage Lending Market in the Russian Federation

Abstract

Mortgage lending is necessary for the economic and social development of any state. First, the development of the mortgage business has a positive effect on the development of the real sector of the economy, leading to a halt in the decline in production in a number of industries; secondly, the development of mortgage lending has a positive impact on overcoming the social instability that usually accompanies an economic crisis.
Various methods for assessing the level of HML development are distinguished: correlation-regression analysis, integral assessment, cluster analysis. The results of the conducted studies are very ambiguous: applying different methods, researchers come to conflicting conclusions regarding the level of development of mortgage lending.
The purpose of the article is to analyze modern Russian and foreign economic studies of the development of the mortgage lending market. The object is mortgage lending in the Russian Federation. The subject is the current state and trends in the development of methods for analyzing the mortgage lending market in the Russian Federation.

Challenges, risks and opportunities for the Russian economy under the energy transition

Abstract

The article discusses the history of the formation of international climate policy and the mechanism for introducing transboundary carbon regulation in the European Union.
In addition, the author tries to analyze the concept of «energy transition» and its possible consequences for the Russian economy. The article consists of three paragraphs. The first paragraph analyzes the process of the international environmental agenda formation and characterizes the fundamental documents related to this agenda.
The second paragraph is devoted to the study of the content and legal framework of the transboundary carbon regulation mechanism (CBAM) introduction into the European economy. Besides, in this part of the article the basic scheme of the CBAM operation is analyzed, and the methodology for calculating the predicted losses of the Russian economy from the use of this mechanism is given.
The third paragraph is devoted to the analysis of tendencies and contradictions of the current phase of the energy transition. The main conclusions are presented in the final part of the article.

There is a linear or one tractor control. This is a typical management, which is carried out on the basis of a pre-planned plan. Such control is stationary or quasi-stationary. The article describes the management methodology with the choice of goal, which belongs to the class of situational management and management under unforeseen circumstances. The relation of multipurpose management to different schools of management is described. It is shown that multipurpose management belongs to the school of contingency management. The theoretical basis of multi-purpose management is the theory of control under unforeseen circumstances and the theory of unforeseen circumstances. Both theories are far from complete. Therefore, meta heuristics are used in practice. Five examples are given showing the evolution of the transition from single-purpose management to multi-purpose management. The criteria for a justified transition to multi-purpose management are identified.

On the resource potential for the development of rural entrepreneurial ecosystems

Abstract

Rural entrepreneurship is considered in the article as a systemic mechanism for a possible increase in employment and incomes of the rural population based on the diversification of the rural economy.
Particular attention is focused on the possibilities of using the available resource potential in the organization of agricultural production, taking
into account the influence of natural factors on it with their regional
differences. The possibilities of an indirect assessment of the influence of natural factors on the efficiency of agricultural production and rural entrepreneurship are considered. Among the possible and necessary directions in the development and stimulation of rural entrepreneurship, it is proposed to use the so-called «phenomenon of family self-organization», which is still characterized as an underestimated element in the system of formation and use of resource potential in the development of rural areas.

Forecasting natural gas prices as a tool for reducing threats to Russia’s economic security

Abstract

The study provides an overview of the main models for medium and long-term forecasting of natural gas prices, and also considers the SCANER Model and Information Complex of the Institute of Energy Research, Russian Academy of Sciences, currently used to forecast the energy sector in Russia and the world, as well as the gas market. As a result of the analysis, the main classes of models were identified, as well as their advantages and disadvantages in predicting gas prices — balance models, econometric models and expert systems, stochastic models. The balance sheet forecasting model currently used in Russia provides an opportunity for better risk management and strategic decisions, however, when forecasting gas prices, it is necessary to take into account pricing models for natural gas, if pricing under contracts is carried out with reference to energy prices, it is possible to use a multi-parameter model market and increased volatility in natural gas prices, the ARCH model may be a priority.

Abstract

In modern realities in the field of territorial planning, a number of problems have appeared in the context of a shortage of highly qualified personnel, insufficient funds for the implementation of territorial planning activities, as well as the lack of complete information necessary for the formation of the most effective formation of the territorial planning system. So, we should talk about studying the experience of district planning of other states in order to form an effective system of district planning and development of territories with a comprehensive account of its geographical, economic, social, architectural, construction and engineering factors and conditions in the interests of present and future generations. The purpose of this work is to analyze the international experience of district planning on the example of Vietnam and the possibility of its use in Russia. The work studied the stages of development of district planning and formulated the main trends in the development of planning in modern realities. In addition, the two countries were compared in terms of territorial development.

Abstract

In a market economy, one of the factors determining the efficiency and competitiveness of a company is the availability of high-quality human resources. On the basis of a balanced personnel policy, compliance with the production needs of the company’s employees is achieved. The purpose of the personnel policy is to ensure compliance between the needs of the company and the availability of personnel in the required quantity and quality. The achievement of this goal becomes possible thanks to the introduction of the directions of human labor into the entire system of relations between employees and companies.
The article discusses the concepts of «personnel policy» and «personnel strategy of the enterprise». Their place in «strategic planning» is indicated, the hierarchical subordination of the concepts of «policy» and «strategy» is considered. The types of personnel strategies and directions of personnel policy are defined. The main tasks of modern personnel policy of enterprises are outlined.

In this article, the authors analyze the foreign experience of patent protection of the results of scientific activity in the field of genomic research, paying special attention to the problems of judicial practice. The analysis of movable and immovable property of economic entities is given. Transformation of digital practices during the pandemic

Abstract

Digital transformation is one of the most important factors in the complexity and creative development of the information society in the XXI century. The penetration of digital technologies into almost all spheres of the information society is especially relevant with the establishment of a self-isolation regime associated with the introduction of restrictive measures due to the threat of coronavirus infection. Such changes in the technical basis of society and in the sphere of interaction between people entail the remote nature of communication, which generates the spread of a new form of employment in the labor market – freelancing. The active use of digital technologies in the daily life of society during the months of self-isolation provided safe social interaction, opportunities for the realization of new goals and new incentives for personal growth. The article reviews the concepts of the information society of D. Bell and E. Toffler, examines the digital transformations of the labor and cultural spheres and presents the results of public opinion research on these topics.
Purpose of the work: to explore the phenomenon of freelance activity, to consider digital transformations in the cultural sphere during a pandemic, to analyze the results of a study of public opinion in these areas.

Foreign experience in personnel management (Japan and Sweden). The possibility of applying some methods in Kazakhstan

Abstract

This work is devoted to the actual problem — personnel management. The features of personnel management in such countries as Japan, Sweden are considered. As a result of the research, the main characteristics of personnel management in these countries were identified. In the course of studying the Japanese management system, it was revealed that the secret of the success of Japanese management, obviously, lies in internal approaches, and these phenomena naturally manifest themselves in interconnection. These factors include: lifetime employment, intra-organizational associations, seniority compensation, training without suspension from work, the establishment of keiretsu between the firm and other alliances inside and outside, the essential importance of government in providing order to industrial activities, to the scale of industrial activities of order, patriotic feeling . Another feature of Japanese personnel management is the system of lifetime employment. The essence of this concept lies in the fact that, along with long-term employment, employees were guaranteed access to the system of in-house training and advanced training, career growth, as well as salary growth according to the degree of increase in work experience. In Kazakhstan, the concept of «lifetime employment» is not applied.
The most important difference between Swedish management and other management styles is that the human role is very important in Sweden. Swedish leaders place less importance on hierarchy. At the same time, as a result of research, 22% of Swedish managers and 75% of Italian managers did not recognize the fact that effective management of labor relations often involves ignoring the hierarchy. The organizational composition of the Swedish model of personnel management, according to Swedish management, is aimed at reducing vertical levels of power. In Sweden, the decision-making process is negotiated and takes a relatively long time, as the staff of Swedish organizations readily expresses their own point of view. In contrast to the Swedish management model, Kazakh enterprises have a high level of uncertainty avoidance. Managers make decisions with little risk, managers are more focused on completing certain tasks. In domestic organizations, Kazakhstani management is also different in that entrepreneurs want to get «everything at once», which leads to unfavorable results in the future.

The structure and dynamics of outsourcing in the regions Eastern Siberia and the Far Eastern Federal District (in the period 2016–2021)

Abstract

This article we presents the results of the analysis of the patterns of development of outsourcing in regions of the Far Eastern Federal District and Eastern Siberia, wish have obtained on the basis of empirical data. We were carried out a comparative analysis of the simulation results for the data which had fixed 2016 and 2021. Based on the results of the analysis of the structural composition of enterprises and methods of correlation and regression analysis, it can be conclude that over the past period of time there have been significant changes both in the structure of the outsourcing market and in the patterns of development. The authors confirmed the conclusion that the use of outsourcing in production activities does not affect gross regional product and volumes of investments in fixed assets. Our results indicate not only the weak introduction of outsourcing into the activities of enterprises and organizations in the Far Eastern Federal District, but also significant changes in the business environment in the context of a global pandemic.

The article testifies to the significant function of mortgage housing lending in the conditions of a modern market economy. At the same time, the crisis phenomena caused not only by the economic state of the country under the pressure of sanctions, but also by the coronavirus pandemic (COVID-19), make significant changes in the course of development of the mortgage lending market in Russia. The article is largely devoted to the situation of mortgage lending for 2021 and the prospects for its development. The analysis of the dynamics of the state of the housing lending market in the Russian Federation is carried out.

Argumentation as a Human Resource Management Tool

Abstract

The article describes the features of argumentation as a tool for human resource management. The difference between human resource management and personnel management is shown. The concept of reasoned communication and the argumentation model are introduced. Four types of argumentation have been studied: logical, communication, formal, cognitive-communicative. The content of each of the four argumentative approaches is revealed. The difference between logical argumentation and communication argumentation is shown. Communication is revealed as the basis of argumentation. For analysis, the concepts of communicant 1 and communicant 2 are introduced. Communicant 1 reflects the position of a leader or teacher. Communicant2 reflects the position of a subordinate employee or student. When managing human resources, three types of communication are used: communication, informing, and impact. The content of these types of communications is disclosed. The content of the types of argumentation is revealed. The article gives a comparison of argumentative approaches. The role and importance of persuasion in argumentation is shown. The article proves that human resource management involves the replacement of coercion with persuasion, which entails the mandatory use of reasoning and argumentation.

Modern control of readiness of young hockey players

Abstract

The article is a continuation of research [13] and considers the issue of modern innovative systems for monitoring the special preparedness of young hockey players aged 7-11. The results of skating tests of groups of initial training and initial specialization at the end of the academic year are compared. On the basis of a large sample of subjects n=106, test results were obtained and the reliability of differences in mean values was determined by Student’s t-test. So, skating 20 meters forward showed significant p ≤ 0.01 differences between 8.9 and 10 year old hockey players, and the “Slalom run with the puck” test between 9 and 10 year old hockey players p ≤ 0.05, 10 and 11 years old p ≤ 0.01.

The evolution of public procurement: from the Russian Empire to the Russian Federation

Abstract

Serious changes in the structure of economic relations at the beginning of 2022 led to a search for stability, which in transactions for business can be provided by the contract system in the field of Russian public procurement. However, opinions are expressed about the alienness of this system to the principles of domestic relations in the state order. The author conducted a retrospective analysis of the state order management and identified those elements that evolutionarily led to the formation of the contract system of the 2022 model. The historical and review material on the systematic transformation of the state order institution in the aspect of organizational and economic support of state needs and the consequences of the particular regulation of procurement procedures over the past 120 years is presented, those tools that allowed and allow the state to solve the key tasks of economic development in different periods of history are considered.

Algorithm for making recommendations in electronic educational environments based on stochastic Markov models

Abstract

In this artical proposing recommendation algorithm for educational resources in e-learning systems. The new approach uses Markov’s model of evaluating the content of the systems by ordinary users to form the parameters of the initial state which characterizes a new user of the system as evaluations of the first resources (system content) to recommend interesting system elements to an active user. Thus the problem of «cold start» for the new users at the first stages of interaction with the system is solved. This problem is inherent in the system under development, because the e-learning system includes a module for making recommendations, which allows it to refer to the class of recommendation-based automated systems. The new approach will combine the use of the Markov process and the time factor to use them as a single source of data for making recommendations. This approach will be based on the principle of access analysis of similar users of the system (the similarity is determined by comparing their profiles) in the same periods of time. An integral part of the created system is also usability. Therefore, at the design stage, it is necessary to think about the ergonomics of the recommendations in the educational system.

Determinants of revenue of hospitality enterprises in the post-pandemic period based on a scenario approach

Abstract

The tourism industry is affected by health emergencies. According to the World Tourism Organization, as a result of the outbreak of coronavirus infection, the number of international tourists decreased by 60-80% in 2020, moreover, the global economy collapsed – all this caused serious global consequences for service providers. In connection with this situation, the topic of reducing the profitability of companies becomes especially relevant: in the conditions of uncertainty of the epidemiological situation, entrepreneurs need to calculate possible forecast options and the occurrence of concomitant risks of revenue reduction. Thus, each market participant has the opportunity to assess the consequences of the occurrence of a particular scenario.
The purpose of the study is to forecast hotel revenue for 2022, taking into account the identified risks of reducing the profit of the hotel industry in the post-pandemic period. Tasks: determining the current state of the hotel industry, identifying the risks of loss of profitability, identifying the relationship between revenue and identified risks using correlation and regression analysis, identifying possible scenarios for the development of the epidemiological situation in 2022 and determining their impact on revenue, profit forecast for each scenario.
The methods of expert assessment, correlation and regression analysis, comparative analysis and generalization, the construction of their own hypotheses are used in the work.
As a result of this study, the revenue of a 4-star hotel was predicted according to three scenarios of the development of the post-pandemic period for 2021-2022. Significant risks of reducing the revenue of hotel enterprises in the post-pandemic period were: the average price per room, the level of employment of the population, the dynamics of tourist flow, both domestic and inbound.

Abstract

The paper presents risk management mechanisms in conditions of access to the insurance market, limited access to the insurance market and in conditions of closing access to the insurance market. As part of the approach to risk management in the conditions of closing access to the insurance market, a management algorithm is proposed through the creation of risk self-financing funds. This risk management algorithm allows, in conditions of impossibility to use insurance/reinsurance tools to cover damage when a risk occurs, to optimally plan and effectively manage a set of measures to prevent both direct risks and risk factors.

Abstract

The course towards modernization and innovative development proclaimed by the country’s leadership stimulates the innovation process at enterprises. However, while developing and implementing innovative projects in the activities of the enterprise, the management of enterprises face some barriers caused by the specific features of such projects. The article analyzes the current state of affairs in the field of project management and development of companies in the IT field. The existing problems and prospects in the management system of innovative projects in this area are determined. The article says that when improving the corporate project management system in the organization, some elements of the system are adjusted and certain components are introduced that contribute to an increase in the level of project management.

Based on the results of many years of research, the effectiveness of the use of chemical mutagens and fungicides in the creation of a new starting material for the selection of spring and winter wheat under condition of Western Siberia has been shown. The patterns of variability and of population and quantitative traits of varieties of the Siberian gene pool and mutant-varietal hybrids of common wheat are revealed. The genetic nature of the mutations was obtained, the effect of mutagens, fungicides and genotypes on the mutation spectrum, the phenotypic manifestation of mutant genes, the redefinition of the correlation links of quantitative traits in mutants and their hybrids in changing environmental conditions were studied. Donors of genes of increased productivity and adaptability were established for inclusion in the crossing programs, three varieties of winter and five varieties of spring soft wheat, included in the State Register of Breeding Achievements of the Russian Federation and the Republic of Kazakhstan, were created.

The focus on achieving economic results while neglecting social protection measures inevitably leads to an increase in social tension and the emergence of a negative feedback loop that slows down the reforms themselves. In addition, there is a constant danger of social conflicts.
The promotion of social efficiency as the main goal of the state policy means at the same time the formation of the most important guidelines of the management strategy as sub-goals. Only this orientation of economic reform corresponds to the concept of a social state, proclaimed by the Constitution of the Russian Federation as one of the leading distinctive features of the Russian Federation.
Social security is a necessary condition not only for the successful implementation of economic reforms, but also for the continued existence of Russia as a powerful independent state. Urgent measures are needed to support science, education, culture in general, the development of socially oriented management, and the mobilization of Russia’s colossal human potential to solve national problems. One of the most important conditions for such mobilization, in turn, is the formulation of a national ideology and a system of values, which in turn would make it possible to ensure an increase in the social efficiency of public administration.

The technology of govern the state based on science will make it possible to effectively govern the country, including socio-economic development, preventing both internal and external conflicts. In general, the scientific management of a humanistic orientation will make it possible to complete the era of the hegemony of slave-owning empires. It will make it possible to proclaim and realize the era of responsibility of man and Humanity for the preservation and development of life on Earth.
What does it mean based on science? This means subordination of state and inter-state policy to the principle of «minimum restrictions with maximum freedom». And both for people and for states. And, at the same time, the implementation of this policy on the basis of technology that summarizes the achievements of science, practice and the history of the formation of almost 200 states of the planet Earth. Today these are the following achievements, means and methods:
1. — monitoring tools — selection, organization and presentation of knowledge, data and skills of meaningful significance, vital need, «large scale»;
2. — digital models of the state for governing the country according to the criteria and objectives of the constitution, adapted to the current state of the state and in accordance with its state and international situation;
3. — individualization and validation of state models, taking into account current opportunities, intuition, practice and art of management;
4. — analysis and simulation of individualized models with the identification of processes that cause progress and degradation, as well as man-made and natural hazards;
5. — synthesis of state governance according to the criterion of «maximum freedom with minimum restrictions», the extension of this minimax to citizens of all countries, to the entire bio- and noosphere of the Earth;
6. — implementation of governance in real time, ahead of events and relying on mutual control of the government and people on the basis of the proposed technology (see the next paragraph);
7. — these tools and methods together constitute a self-learning technology of the governance of a state under the control of citizens on the basis of blockchain and intellectual support (artificial intelligence, etc.).
For a specific country (as well as social entities, business firms, etc.), the structure and parameters of the technology they are adjusted (self-taught) in accordance with the goals and state of the governed object (state) and the challenges of the international environment of states.
The technology has been tested in the management of therapy for more than 22,000 critical patients. The content of the control technology and the results of its application are described in 400 scientific publications, including 11 monographs (some publications are presented in the attached list of references).

The Fund for the Development of Internet Initiatives of Russia with its prospects and problems of functioning is considered, since they have been the most active venture investors in Russia over the past years. An integral indicator of the volume of investments is presented, which reflects the coincidence of the forecast and the reality of the volume of investments in the market for 2015–2022, as a result of which it was concluded that the trend line, taking into account the current geopolitical situations in the world and past experience, shows a decrease in the level of investment in 2022 year.

Abstract

The article continues a series of publications on scientifically based management technology of objects, including managing entities (1987 – 2022 [3, 4, 8, 9, 12, 13, 14]). These publications present a model of self-regulation of the heart (1963 – 1967), a clinic-oriented model of blood circulation and the concept of its regulation, performed (1973 -1991) and implemented in the clinic (1973 — 2022), the technology of individual treatment of critical patients (1973 — 2016), developed and researched the concept of central regulation (2000 — 2013) and organization of control in living organisms (2015 — 2018), a digital model of socio-economic development of the Russian Federation (2000 — 2018) and scientific foundations of management (2020), including the technology of the governance of a state (2018 — 2022), were built. This article presents the consequences of the transition to science-based governance of the state: 1. Power becomes part of the goverened object. 2. Violence is transformed into a synergistic interaction (mutually beneficial). 3. The government is personally responsible for decisions, their implementation, results and usefulness for the state, as well as the people. 4. The Government is subordinate only to the functions common to the country. 5. It performs these functions in accordance with the purposes of the Constitution under the direct control of citizens. These provisions (1-5) will allow assessing the contribution of the authorities to the life of the country (economy, security, demography) by the same criteria as the contribution of citizens who are not in power. Governance goals are ranked in real time using the Technology in accordance with the will of the people, the state of the state and the international situation. The leading control criterion adapts to the current situation. Now, taking into account the current international situation, it is advisable to define this criterion as «maximum freedom with minimum restrictions» (a version for discussion) and extend this minimax to communities of states, to the bio- and noosphere of the Earth. That will make it possible to end the era of «predator states (professing the leadership of force and deception) and move on to the era of «responsibility of Humanity and each person for the bio- and noosphere of the Earth», with the responsibility of every Russian for each other, for the Russian Federation, for the World as a whole, and the life on Earth.

Analysis of the aggregate ranking of Russian universities as a measuring tool

Abstract

Ratings in all spheres of life are becoming more and more in demand. In our country, in the field of education, there are several ratings of universities that classify them according to the quality of education. These ratings differ in their goals and approaches to determining what the quality of education is. To combine these approaches, the Guild of Experts in the field of vocational education is developing national aggregate ratings of higher education institutions. The purpose of this work is to statistically analyze the aggregate ranking of universities in terms of the quality of education in 2021. Eight national ratings were considered, on the basis of which the aggregate rating was built.
Statistical analysis of the aggregate rating as a measuring tool is carried out within the framework of the theory of latent variables. The aggregate rating is considered as a latent variable, the indicators of which are the national eight national ratings.
The compatibility of the used national ratings is determined. The quality of education in universities is measured on a linear scale. Within the framework of the theory of latent variables, the aggregate rating has ten times more resolution than the traditional scoring system. Rankings have been determined that, better than other national rankings, differentiate universities with low and high quality education, respectively. The ratings that are most and least adequate to the measurement model are also shown.
A joint analysis of all ratings carried out within the framework of the theory of latent variables made it possible to identify the strengths and weaknesses of each rating. Important advantages of using the theory of latent variables are high differentiating ability, as well as the fact that the quality of education in universities is measured on a linear scale, this is important for monitoring and using many statistical analysis methods that assume a linear scale.
It is planned, within the framework of the theory of latent variables, to monitor the aggregate ranking of universities over several years.

Today the coal industry is an important component of the overall state of the economy of the Russian Federation. This industry is actively developing, annually increasing the number of mined and sold coal. Despite the positive dynamics, in this period the coal industry has a number of difficulties, aggravated by the spread of the coronavirus infection COVID — 19. The negative dynamics of the global coal price formation has also spread to the territory of the Russian Federation.
In this regard, ensuring the economic security of coal industry enterprises is a priority task, which makes it possible to reflect real, as well as prevent potential economic threats and avoid possible negative consequences in general. In the scientific literature, a significant number of publications are associated both with the assessment of the state and development of the coal mining industry in Russia as a whole, and for individual regions of the Russian Federation. However, insufficient attention has been paid to assessing the state of economic security of coal companies, identifying and analyzing threats that affect it in the author’s works. In this regard, the purpose of the article is to identify, classify and rank threats to the economic security of a coal mining enterprise. Assessment of the economic safety of peat mining enterprises

Abstract

The article is devoted to the urgent problem of sustainable and economically safe development of enterprises in the peat mining sector of the economy of the Tver region. Despite the fact that peat deposits are widely represented in all regions of Russia, the efficiency of their industrial and economic use is extremely low. The purpose of the study is to determine the characteristics of the assessment and analysis of economic security of an enterprise developing peat deposits. The article discusses the relationship between the concepts of “peat rent” and “economic security”, and also provides an author’s interpretation of their content. The analysis of existing approaches to assessing the economic security of mining enterprises was carried out and the use of the rental approach based on the materials of peat industry enterprises used in this study was justified. An indicator for assessing the economic security of peat production is highlighted. The author has proposed a methodological approach, the feature of which is a comprehensive accounting of technical, economic and natural factors that objectively affect the level of economic security of peat-mining enterprises. The proposed methodological approach also allows you to develop recommendations to increase the flexibility and adaptability of peat-mining enterprises, taking into account the individual conditions of their work. Methodological research tools include the provisions of economic theory, information methods for processing statistical data and economic and mathematical modeling. The methodology was tested on the example of peat-mining enterprises in the Tver region, which have been in a state of protracted economic crisis for quite some time. The conclusions, recommendations and suggestions of the study were used in the development of the regional program «Natural Resources Management and Environmental Protection» for 2017 — 2022 (Decree of the Government of the Tver Region dated December 26, 2016 N 414-pp as amended on February 7, 2020).

The article discusses the effectiveness of using the SmartSpeed timing system to assess the special skills of hockey players when performing control and test exercises. The Australian SmartSpeed system was tested on the students of the daytime department of the hockey specialization of the Moscow State Academy of Physical Culture. The use of a modern control system made it possible to obtain data on the passage of various segments of the distances of the planned exercises, including: starting and distance speed, the time of passing a turn of 180 degrees.

Gas oil sector by Industry 4.0.: transfer to renewable energy sources and digitalization results

Abstract

The energy industry is undergoing qualitative changes that have far-reaching implications for the global energy sector and its key players, including oil and coal companies and non-renewable energy exporting countries. However, it is impossible to accurately predict the speed of the transition. In addition, it is difficult to determine what the final energy balance will be, as the outcome of the transition is likely to depend on the region. For Russia, this topic is all the more relevant since the importing countries of its oil and gas are at the same time pioneers in the digital transformation of the industry and the transition to renewable sources, which creates additional economic and foreign policy risks. The study provides an overview of the prerequisites and benefits of switching to renewable energy sources from an environmental, economic and technological point of view. The essence and content of digital transformation in the context of achieving the UN sustainable development goals and the Paris Climate Agreement are characterized. The concept of the “fourth energy transition” by Vaclav Smil is considered as the most important strategy for the development of modern energy and adaptation to the challenges of an unstable world with its uneven and often ineffective access and use of fossil natural resources. The dynamics of world consumption of energy resources (biomass, coal, oil, gas and new renewable sources) from 1860 to the present and for the forecast period until 2040 is analyzed. An increase in the share of unconventional sources is noted. Learning curves describing the economies of scale are considered: a decrease in the cost of generating a kilowatt-hour when increasing energy capacities for solar panels and wind turbines of various designs. Examples of the experience of the largest renewable energy producing countries and cases of successful companies on the digital transformation of modern energy consumption are presented. The state of renewable energy in the Russian Federation is assessed in comparison with world leaders (China, USA). It is concluded that a successful digital transformation of the oil and gas industry is possible only with sufficient economic efficiency of this process, which will require significant investments at the initial stages of the life cycle of digital innovations, but will lead to a more rational distribution of world energy in the long term.

Abstract

The problem of attracting foreign investment is always relevant for increasing the sustainability of the development of any economy. This problem is also relevant for the Kyrgyz Republic, whose economic indicators have been rapidly deteriorating in recent years. The purpose of this article is to study the factors affecting the inflow of foreign direct investment into the republic. To achieve this goal, the authors used both qualitative and quantitative methods, reports and data’s of international organizations. The authors concluded that the country’s weak institutional development hinders investment. The study also showed that, unlike other countries, political stability in the republic is more important than macroeconomic factors.

Voluntary health insurance market in Kazakhstan: analysis and development prospects

Abstract

The article discusses the development of the market for voluntary medical insurance, which is an important component of the system for the provision of medical services in Kazakhstan. The use of this type of insurance as an additional source of funding contributes to the expansion of the availability of health care services, in terms of providing services, including those not covered by the compulsory social health insurance system. The authors analyzed the main indicators of the republic’s insurance market, including the dynamics of the insured population within the framework of voluntary medical insurance and insurance contracts for 2008-2020. The results of financial and economic activities of large insurance organizations providing medical insurance services are considered. The study showed a slowdown in the growth rate of voluntary health insurance in 2020 due to the pandemic. Analysis of the financial results of health insurance made it possible to conclude that this type of insurance is unprofitable. However, despite the existing problematic issues, it should be noted that the potential of the voluntary medical insurance market in Kazakhstan is quite high. For the effective development of this area in the near future, support from the state and the National Bank will be required.

Problems of Russian natural science at the beginning of the third decade of the XXI century

Abstract

This article deals with the main problems currently occurring in Russian science. Meanwhile, the main focus is on the field of natural sciences, in particular, biology. This is due to the fact that the development of this scientific field has been given a special place in the government regulations, over the past two years. The article discusses the goals of the Science National Project and the Program for the Development of Genetic Technologies. Arguments are given in favor of the incorrectness of the criteria for evaluating of effectiveness both the researchers and some of the challenges which are presented in these documents. It is pointed out why Russian science would never be able to take a leading position in the world, why the really updating the staff and the true development of the Russian science would be impossible, under the current conditions. The latter, in general, is due to the inability to conduct the multicast researches. The paper provides the recommendations for solving a number of issues raised.

The regional structure of employment is understood as the proportion of individual regional entities in the overall (country) structure of employment. This is due to the level of industrialization of the regions, the priority development of industrial sectors and modern types of services, the participation of these industries and spheres in the country’s foreign economic relations. With a stable preservation or even growth of the proportion of the employed in many regional entities of the country, their proportion in GDP tends to decrease. The growth in the number of employed was carried out due to the increase in farms and types of activities with relatively low labor productivity. In order to effective management of labor resources, it is necessary to develop science based regional employment programs, as well as to ensure the full implementation of these programs. The implementation by the government of Uzbekistan of deep economic reforms in all spheres of the economy, in particular, providing employment and improving the life of the country’s population, has achieved good results.

Modern approaches to motivation at sea transport as an element of human resources management

Abstract

The paper is devoted to the development of motivational approaches as a means of influencing on workers employed in sea transport. The aim is to increase the overall efficiency of the ship’s crew. It is noted that the profit of any ship’s crew directly depends on the employees, and on their full commitment to work. So, the ship’s authorities should understand that achieving the desired result will be impossible without stimulation of the employees’ work.
Various approaches to the definition of the concept of motivation are analyzed. It is concluded that modern authors do not have a common opinion about the concept of motivation. Each of them has its own vision and interpretation of this definition but they all characterize motivation as an incentive person to activity. It is emphasized that the Master should know that the correct identification of the current needs and motivation of the ship’s crew determines the effectiveness of programs and measures aimed at stimulating the crew. Therefore, all this ensures the productivity of their activities.
The theory by V.I. Gerchikov is proposed for use in the work of ship crews. Five types of labor motivation determine the main issues of his theory: instrumental, professional, bossy, patriotic, and avoidance (lumpenized) ones.
The article shows that the management of a ship’s crew should be aimed at ensuring and maintaining optimal living conditions for its members in the process of their labor, social, domestic, and interpersonal relationships, taking into account personal qualities and characteristics of work at sea.

Since the second half of 2020 and the beginning of 2021, Europe and the United States have been pursuing a new positive climate policy, putting climate change at the forefront of their internal affairs and diplomacy. Both the European Union and the United States will increase their nationally determined contributions to emissions reduction in 2030. Commit to achieving zero net emissions by 2050, as well as implementing large-scale economic stimulus plans. They are trying to turn economic recovery measures in response to the new coronavirus epidemic into an important opportunity to accelerate the transition to a low-carbon economy. New climate agreements in Europe and America have given a powerful impetus to the process of global climate governance, restored political momentum, contributed to global environmental recovery, intensified efforts to reduce global emissions and contributed to the transition of global climate governance to a new era of actively achieving the goal of «carbon neutrality». This further enhanced the integrity and effectiveness of the Paris Agreement and laid a relatively good political foundation for its smooth implementation. However, European and American new climate agreements are subject to the shackles of their respective domestic policies. Abstract

The article deals with the features of the socio-economic development of Russia, the issues of state intervention in the economy. Based on the analysis of the historical development of the post-socialist transition countries, it is shown that different countries with transit economies are characterized by special trajectories of entrepreneurship development. The importance of ethical, cultural and institutional factors in the implementation of entrepreneurship, the important role of traditions of economic behavior that explain the specifics of the long-term development trajectory of Russia is emphasized. For the countries of the post-socialist transition, the possibility of ensuring sustainable economic growth is determined by the different civilizational history at the previous stages of development and the need to form a modern institutional environment that promotes socio-economic changes. In many ways, the factors influencing economic growth are the low level of innovation activity and competitiveness, as well as the growing influence of the state on the economy, the increase in its share due to the growth in the number and scale of state-owned companies, which limits the potential of Russian entrepreneurs within the framework of the domestic market. The main challenge to overcome dependence on previous development trajectories and prospects for long-term economic growth will be the formation of entrenched political institutions of civil society, guarantees of property rights, the rule of law, the independence of the judiciary, freedom of trade and the absence of strict state regulations.

Due to the rather rapid pace of expansion of the boundaries of settlements near hazardous production facilities, reducing the negative impact during the construction and operation, in particular, of main pipelines on the environment, life and health of people, is currently one of the priority tasks. In world practice, there is no single, strictly regulated approach to establishing the distances that ensure, on the one hand, the safety of citizens, and, on the other hand, the normal operation of pipeline systems by oil and gas transportation organizations.
Possible types of activities in zones with special regimes are determined taking into account an expert risk assessment, and the potential territorial risk of death is considered as the main indicator — the maximum value of the individual risk for a person located in a certain territory today.
This paper highlights the approaches used in various countries when establishing safe distances from pipelines intended for the transportation of natural gas, oil and oil products. The features of laying these structures near settlements, as well as within the city limits are presented. Positive and negative aspects of Russian normative and technical documents are revealed, recommendations for their improvement are given.

The article considers federal inter-budget transfers to the subjects of the North Caucasus Federal District (NCFD) from the point of view of their impact on the economic growth of the regions. The development of the subjects of the North Caucasus Federal District, as one of the most complex in Russia, is becoming particularly relevant in modern conditions, including in the context of the implementation of the Strategy of Spatial Development of Russia until 2025. As a result of the analysis, the authors of the article conclude that federal budget funds have a weak impact on the economic development of the NCFD. The influence of emotional intelligence and value orientations of the head on the management system in business

Abstract

This article presents the results of the analysis of scientific and popular science literature on the research topic in order to study the determinants of emotional intelligence of business leaders and the degree of their influence along with value orientations on relationships within the team and the entire organization as a whole. An excursion into the history of the study of this problem is made and a brief overview of the existing theoretical models of emotional intelligence is given. The relationship of emotional intelligence with values and value orientations has been revealed. Particular attention is paid to ways to develop emotional intelligence and improve the emotional literacy of managers, including for the effective implementation of their activities in stressful conditions — a pandemic. It is concluded that in modern realities success is achieved by a leader with a high level of emotional intelligence, and not a high IQ. In other words, emotional intelligence has a positive impact on management effectiveness.

The presented review article examines the socio-psychological phenomenon of «guanxi», shows its content, role and significance as a regulatory function of the formation, maintenance and development of the group’s social capital, using the example of the behavior of modern Chinese. The mechanism of accumulation of social capital is revealed, through the main characteristics, such as: expediency, consciousness. The structure, typology and component of the “guanxi” phenomenon, including the concept of “face”, “saving face”, “loss of face”, “restoration of face”, “crediting face”, is described in detail. The obligatory component «guanxi» — «zhenqing» is also considered. The problem of the formation of the social capital of the group, which is manifested in the influence of «guanxi» on the behavior of the Chinese, which is historically based on the national-cultural system of values, ideas about «correct and incorrect» behavior, is being studied. The importance of the influence and significance of the «guanxi» phenomenon on the development of modern Chinese society and the realization of the needs of a modern organization.

Quantitative analysis of profitability of growing of key agricultural crops in the context of strategic development of agricultural enterprises

Abstract

In the article, using the basic principles of portfolio analysis according to 2013-2017, the dynamics of the productivity of the main agricultural crops, including separately grain and leguminous crops, and the production of basic livestock products was studied. The analysis was carried out using the «Profit-Risk» model, which is based on the basic provisions of the portfolio analysis of G. Markowitz. Based on the results of the global optimization, a group of lines of activity was formed that provided the best (in terms of profitability to risk) investment conditions. This is the cultivation of legumes and vegetables, the production of livestock, poultry, pigs and eggs and milk yield. The results of correlation analysis indicate that the synthesized group of leaders’ directions can be considered as the simplest portfolio with equal weights, since there is no close relationship between them. The revealed groups of widely diversified leading directions make it possible to build investment strategies for agricultural enterprises.

The article considers the concept of a family from various points of view. It has been established that the mechanism for implementing social support for families with children is expressed through a system of social security and social services. The results of the analysis of the All-Russian (VTsIOM, Rosstat) and our research are presented. It was revealed that in our country, in many ways, social support for families with children is provided in the form of financial support: benefits, monthly payments, compensation, material assistance, etc. Social support is largely aimed at stimulating the birth of a child, not taking into account its development and upbringing. The short-term nature of payments does not contribute to the eradication of child poverty and exacerbates the economic recession in our country. In order to improve the mechanism for the implementation of social support for families with children, it is proposed to introduce a new measure of social support in the form of a monthly payment to reimburse the cost of childcare services for a child up to three years of age “social nanny”.

The specifics of the tourist industry, particularly creating demand determine the need for further study of the mechanism of implementation of PPP / MPP projects in this sector under constant changes. The basic trends in the development of the tourist industry, and its role as a catalyst for overcoming the crisis, sustainable growth, innovation and entrepreneurship is shown.
The essence of PPP /MPP projects, the prerequisites for their initiation, organizational forms, the advantages and disadvantages of PPP / MPP projects are formulated. The practice of implementation PPP /MPP projects in the tourism industry in the Russian economy is analyzed. It is shown that the law leads to a violation of the fundamental principle of the functioning of the electric power industry, which provides for a legislative ban on combining electric power transmission activities with its sale and purchase activities, as well as to monopolization of electric power and electricity meters in the retail markets, and the growth of corruption opportunities. It is concluded that the financial burden of creating and operating intelligent systems is unreasonably placed on the population. The privacy issue of the data collected by the intelligent system has been completely ignored. The application of the law will have the most negative consequences. Modeling structural dynamics in macroeconomic analysis

Abstract

This article explores the computing capability of competitive models of structural dynamics in macroeconomics. These models are formalized by systems of ordinary differential equations or their differential analogues with a discretization step of the calculated range of 1 year. Both models represent a dynamic input-output balance. Theoretically, these models are always considered equal when used in the numerical analysis of transients. Two research objectives have been achieved. Firstly, the advantage has been proved for differential equations regarding to the accuracy of the forecast obtained. Secondly, the fundamental limitations of differential analogues are shown in solving many problems concerning sustainability, economic dynamics, economic growth and their management based on the calculating indicators of the own, that is, internal, dynamic properties of the economy as a system. Such properties are calculated for dynamic input-output balances mathematically real-closed by consumption. The discussed models can be applied in macroeconomic analysis either independently or as part of larger computing systems represented by equilibrium or other agent-based models.

In this article, the author focuses on the study of the practical implementation of European ideas of cameralism in Russia during the reign of Peter the Great. This study examines the key provisions of cameralism, common in the German principalities at the turn of the XVII-XVIII centuries, and compares them with the «original ideological cameralism» of the Russian thinker I.T. Pososhkov. The manager will have an opportunity to get automatic alerts listing areas of the enterprise that need his/her intervention on a mobile phone at any time. This is achieved by comparing the key indicators to their normal range. The current values of the indicators are submitted to the manager’s mobile phone by the relevant staff of the enterprise using a simple application. At a negative deviation of any current indicator on the manager’s mobile phone an ALARM signal is activated. Depending on the content and importance of the indicator, several modes of notifying the manager of problems are established: daily, weekly, monthly, quarterly, annual, on demand.

This article describes the stages of the formation and development of children’s movement of the Republic of Sakha (Yakutia), provides a detailed analysis of the mechanisms for creating organizational and pedagogical conditions for successful functioning of children’s public associations, shows the experience of the region in designing a system of social and pedagogical support for the activities of children’s public associations, provides a state-public model rationale for the development of children’s movement. Abstract

Ownership risk management in the context of ensuring sustainable economic development implies the need to create and maintain the integration of environmental, socio-economic and corporate mechanisms for identifying, analyzing and assessing risk factors in the corporate management systems of an organization. This article presents an integrative conceptual framework for managing sustainable development ownership risks in Russian organizations. The development of this integrative structure is carried out by complementing the existing organization’s risk management system with mechanisms for identifying, analyzing and assessing ownership risks. This paper proposes a concept of ensuring economic sustainability based on owner risk management as a special management and organizational mechanism that allows integrating corporate goals with the processes of creating economic and financial value for the owner and maintaining his environmental and social responsibility to society.

A neural network with the architecture of SSD InceptionV2 has been developed to solve the problem of detecting luggage tags and barcodes. Several approaches are considered to solve the problem of identifying digital-letter information: Tesseract, SSD InceptionV2, OpenCV and a fully connected neural network. The operability of the methods on real images has been tested.

Abstract

Digitalization of the education system contributes to the development of students’ competencies, however, there is a controversial issue about the possibility of forming the competencies of high-level students in the context of distance education through interaction with the teaching staff using various information technologies. The process of introducing distance learning resources for the indirect interaction of teachers with students is proceeding at high speed under the influence of the forced transition of training to a distance format. The level of competencies formed in the conditions of distance learning and the quality of the services provided by the educational organization depend on the satisfaction of the students of the BRS, teaching methods and strategies, and the digitalization of the educational process. Educational services provided by universities must meet certain requirements: federal state educational standards, information on the timing and forms of educational activities must be available, it is necessary to provide methodological assistance to students and teachers when introducing new information resources, the teaching strategy and teacher’s attitude must help increase motivation students to obtain the necessary competencies. The level of formation of students’ competencies depends on the methods by which they are formed. The teacher must understand perfectly what it is necessary to teach future specialists and how best to organize the educational process for the full formation of all types of competencies mentioned in the federal state educational standard. The technology and teaching strategy should be aimed at optimizing the educational process, which involves achieving educational goals with a minimum expenditure of the efforts of the teaching staff and the student against the background of improving the quality of teaching and reducing time costs. The role of an optimizing factor is assumed by the digitalization of education. Thus, the ways to improve the quality of competencies lie in improving all levels of teaching: both practical, theoretical, and practical-pedagogical, mainly related to expanding the possibilities for the formation of professional competencies in the context of digitalization.

Abstract

The article provides an overview of modern publications on the problem of social inequality. On the one hand, social equality (especially in post-socialist countries) is perceived as a desirable ideal. On the other hand, everyone understands that people are unequal both by nature (genetically) and by their activity, and they need incentives to work. But how great should this inequality be? History teaches that many societies have been destroyed by social tensions caused by too much inequality. Consequently (and ancient thinkers agreed with this), there is a certain level of inequality that is optimal for the life of society. The problem is to establish this level. But for this you need, firstly, to learn how to measure it and, secondly, using this measure, explore enough different communities to understand what level of inequality is optimal. The third important condition is to accept the correct criterion of optimality; today it is the rate of economic growth (because the advantage in the rate of growth makes the community richer than others in a historically short time). Modern economics is in a unique situation: never in history has there been such accurate information about inequality and the economic situation in so many countries and regions. An analytical review of the existing literature is the first step towards solving the optimal inequality problem.

Problems of protecting the rights of bona fide creditors in bankruptcy of the debtor

Abstract

On the basis of the analysis of the current legislation the article determines the legal status of bankruptcy creditors and highlights the problems of protecting the rights of bona fide creditors in the event of a debtor’s bankruptcy, in particular, when creating artificial debt. It is noted that the legislation does not contain any provisions according to which the satisfaction of claims for civil obligations of creditors related to the debtor would be lowered in the order of satisfaction of creditors ‘ claims. The authors also highlight the circumstances that may indicate the fictitious conclusion of a transaction between the debtor and an unscrupulous creditor. It is concluded that although modern legislation and existing judicial practice protect the interests of bona fide bankruptcy creditors whose claims are justified in relation to the debtor, this mechanism is rather poorly developed, since the creditor does not have the necessary information about the disputed transaction.

Within the framework of the presented work, the author has made an attempt to apply econometric analysis to predict the GRP of the Far Eastern Federal District. A factorial model of the GRP of the Far Eastern Federal District was built, the influence of each variable on the dynamics of the GRP was estimated. Comparative analysis of forecasts of time series models and panel data models is carried out. The results can be used to further improve measures of state support for the Far Eastern regions.

Abstract

The article presents the results of studies that were obtained when studying some indicators, namely the mass fraction of moisture and energy value of processed pork products and when using milk of vegetable origin. The experiments were conducted in 2019-2020. There is a tendency to increase sales of meat and its products by an average of 6.3%. The meat industry now has more than 700 items. Of these, 64% is cooked sausage and about 25% is smoked, boiled-smoked and dried sausage. To achieve high-quality sausage manufacturers use only high-quality raw materials and to reduce its cost, add protein ingredients of plant and animal origin. And in order to increase the duration of storage and improve the appearance, non-meat components are added-preservatives, flavor additives, emulsifiers. The purpose of this work was to apply plant-based milk in the production technology of pig processing products. To achieve this goal, the following tasks were set: to develop a technology for the production of a pork processing product — sausage with the addition of vegetable milk, to determine the mass fraction and energy value of the finished product. The object of the study was smoked sausage with the addition of milk of vegetable origin. As a result of studying the effect of vegetable milk on the percentage of moisture in the finished product, it was found that the mass fraction of moisture varied in the experimental samples and amounted to 41.4%, 48.8% and 62.9%, therefore, it was within the framework of GOST R 55455-2013. Indicators of the energy value of the best sample No. 1 were as follows: EC=346.92 kcal.

On the issue of improving the quality of products of the processing meat industry

Abstract

The article presents the results of the development and quality management of products in the meat processing industry. The development and management of product quality was carried out at the «Don State Agrarian University» in 2019-2020. The enterprises of the meat industry produce numerous and varied products, and in addition to a wide range of food products, they also manufacture technical products, medical preparations and products from horn and bone, and of course chopped semi-finished products, where the main raw material for chopped semi-finished products is cutlet meat, which can be replaced with trimmed meat. Meat and meat products are the most nutritious and most demanded food products, as they supply the human body with proteins necessary for its functioning. The aim of our work was to develop products for the meat processing industry. To achieve this goal, the following tasks were identified: to study the organoleptic and physicochemical characteristics of finished meat products. As a result of research, it was revealed that the phytobiotic, when added to the product, improves organoleptic characteristics: appearance, color, taste, smell (aroma), consistency, juiciness, chemical physicochemical indicators, we have chosen. Analyzing the results of the organoleptic indicators of the finished product of the prototypes using the phytobiotic N, we have revealed a significant superiority of the prototypes. As a result of studying the effect of the phytobiotic N on chemical, physicochemical and organoleptic indicators, we found that when seaweed was added, a decrease in chemical indicators was observed in all samples, but were within the norm. As a result of adding phytobiotic kelp to chopped semi-finished products, we got a profitability of 20%.

Quality control of production of baked sausages with phytobiotics

Abstract

The article presents the results of studies of organoleptic and physicochemical parameters of baked sausage. The quality control of the production of baked sausage with phytobiotics was carried out at the Federal State Budgetary Educational Institution of Higher Education «Don State Agrarian University» in 2018-2020). An important role in human nutrition is attributed to proteins and fats of animal origin, which a person needs to consume at least 2500 kcal per day. If you eat 100 grams of pork, then almost 36% of the daily dose of zinc will be received by the human body. It is a very important component that supports and restores the immune system. The purpose of our work was to manage the quality of the production of baked sausages with phytobiotics. To achieve this goal, the following tasks were identified: to study the organoleptic and physico-chemical characteristics of sausage baked with phytobiotics. As a result of research, it was found that the addition of a phytobiotic to the recipe improves the taste and aroma of the finished product. The best taste can be explained by the fact that after adding the phytobiotic to the product, the taste changes, which is very specific, but upon further heat treatment, the entire bouquet of taste is revealed. When the meat is aged for further processing, processes occur: an increase in tenderness, the hydrophilicity of proteins increases. As a result of the study of physical and chemical indicators, we received the following analysis results, the total moisture of the experimental and control samples was 31.72%, 31.03%, and after the third drying, the mass was 39.75%. Protein is calculated empirically, adding up the indicators obtained during the study of the product of fat, moisture, ash, and it was 20.37%.

The subject of the research is the advantages and risks of using open banking APIs for FINTECH companies, banks and their clients in the conditions of digitalization of Federal districts. Methodology. The article uses methods of retrospection, analysis, comparison, graphical and statistical research. Result. The result of the research is a characteristic of open APIs, their key capabilities and prospects for use in the domestic financial market for making effective management decisions related to the formation of a single financial and economic space in Russia. Conclusion. Open APIs that allow information to be received and transmitted between information systems of various organizations using standard data exchange protocols can become an important tool for integrating the Russian market, including regional financial structures, into the global financial system.

This article analyzes the relevant theories of incentives and constraints based on the use of an instrument to mitigate credit risk, including collateral, guarantees, offsetting, and credit derivatives. Relevant incentive and constraint theories include principal-agent theory, mechanism design theory, and incentive theory. Incentive restrictions in small business loans are categorized into pre-loan pre-signal check and post-loan moral hazard suppression. The use of these mitigation tools can not only effectively reduce or transfer the credit risk incurred by banks, but also reduce the capital employed in calculating regulatory economic capital.

The presented scientific article raises the problem of transforming accounting (financial) statements into a qualitatively new digital format XBRL. The relevance of the problem under consideration is due to several factors at once: the rapidly changing needs of internal and external users of reporting, the trend towards unification of accounting standards, digitalization and globalization of the modern economy. The essence of the concept of the digital reporting format XBRL and the process of transition to this format are considered. Conclusions. As a result of the analysis of the methods of business process reengineering known to modern science, it was concluded that the currently existing traditional methods can be used by specialists at various stages of preparation and transformation, but are inferior in their functionality and labor costs to modern methods, the widespread use of which has become possible since spread of computer technology.
